台積電在日本熊本的第一座工廠預計於今年第四季開始量產,而第二座工廠也已經開始整地,預計明年第一季展開建廠工作,並計畫於2027年投入生產。為了應對工程師短缺的挑戰,台積電與台灣雲林科技大學合作,推出了一項針對日本留學生的培訓計畫,4年41萬學費和生活費全部由台積電買單,唯一條件就是畢業後要參加台積電入職考試,即便未被錄取,所獲得的學費和生活費補助也無需歸還。

日媒《TBS電視台》日前以專題報導指出,台灣雲林科技大學開設半導體專班,並正積極招收日本留學生,就讀的學生無需擔心學費和生活費,因為這些費用將由全球最大的半導體代工企業、在日本熊本也有設廠的台積電(TSMC)全額負擔,課程的要求是學生畢業後必須參加台積電的入職考試。這項招生計畫的動機與意圖引起《TBS電視台》的注意。
報導指出,雲林縣是以繁榮的農業發展聞名,當地的雲林科技大學舉辦專門課程,意在培養從智慧型手機到生成式AI等廣泛領域的「半導體工程師」。19歲的日本留學生眞下彩音便是這項計畫的受益者之一,她於今年3月從日本高中畢業,9月開始在雲林科技大學就讀。眞下彩音表示,這項計畫讓她無需擔心金錢問題,能夠專心學習並挑戰自我,希望日後能成為台日之間的交流橋樑。據了解,真下彩音就讀台積電和雲林科技大學年合作成立專門培訓日本半導體人才的學院,4年學費超過200萬日圓(約新台幣41.8萬元),且每月還能拿5萬日圓(約新台幣1萬元)的生活補助費,而提供這些經費的正是台積電。

據悉,雲科大自2021年2月起建立了跨領域的半導體產業課程,並於今年2月成為台積電半導體課程的合作學校。雲科大副校長蘇純璇在報告中介紹,台積電在校園內開設了三門半導體課程,旨在吸引日本學生學習半導體技術,因此規劃了這個半導體人才資源開發計劃。修讀課程的日本學生畢業後必須參加台積電的入職考試,即使未被錄取,也無需返還所獲得的學費和生活費補助。如此「大手筆」的留學制度引起了廣泛關注,雲林科技大學也計劃在明年9月新學期迎接90名日本學生。
至於為何要提供如此優渥的待遇?神奈川大學經濟學部教授川上桃子表示,台灣受到少子化影響,過去十年間理工科學生減少了17%,而高科技產業的迅速發展使得工程師需求更加迫切,為了確保半導體人才,台積電認為這樣的支出並不算負擔。至於為何選日本留學生,川上桃子分析,最大原因是台積電在熊本設廠,希望能培養出能立即貢獻熊本廠的人,而留學制度對半導體產生的變化,還有待觀察。

這次發生董座人事爭議的台灣金聯,其實是為了避免金融機構資產被賤賣,而成立的資產管理公司。資本額超過105億,以每年推行至少兩件都更危老案為目標。主要房源來自銀行不良資產、法拍屋或是公開標售案,整理後再以低於市價來出售,降低民眾買房成本。而他們的股東有超過二十家金融機構,持股比例相對較高的,幾乎都是公股銀行。
推開房門就能看見大片落地窗,陽光灑進屋內配上木質地板溫馨舒適,想買間夢想小窩,不少人會找上台灣金聯幫忙,這間公司由財政部,和中華民國商業同業公會全國聯合會主導成立,資本額為新台幣105.72億元,而根據國庫署的資料顯示,公司持股前五名都是公股銀行,當中合作金庫持股最多有百分之17.59,資料中列出的11間股東企業,八大公股銀行都在名單上,而且持股比例相對來說比較高。
房仲業者徐佳馨說:「這個資產管理公司它負責處理的是,台灣金融機構的一些不良債權,包括了房地產,另外還有一些是股票或其他抵押物。」主要業務就是協助處理,金融機構不良債權,台灣金聯的房源主要來自,銀行不良資產、法拍屋以及公開標售案,公司入手後將房屋整理後,以低於市價來出售,以每年完成兩個都更或危老重建案為目標,並且至少同步推動十個案件因為每一案都至少要經過5年的規劃時間,也經常會吸引想買房的民眾抽籤搶名額。
房仲徐佳馨說:「確實有一些個案,它可能在市價上面會稍微低一些,只是因為案源都不多,會有一成上下的一個空間。」根據台灣金聯111年度的決算,公司的稅後淨利超過十億元,靠著低於市場的房價究竟怎麼獲利,房仲徐佳馨說:「不動產本身因為持有它增值的獲利差之外,另外來說像這種公開標售,它也會有一些手續費,如果說是規模比較大一點的公開標售,那也會有一個還不錯的挹注在它們的營收裡。」透過這樣的模式,避免金融機構資產被賤賣,圓了民眾買房的夢,獲利分回給股東,也相當於重回國庫等於一舉多得。

台灣因為地理位置的緣故,基本上每年都會遭遇颱風侵襲,而天氣,就是一個會影響航空安全的重要因素。當出現飛安事件疑慮,主要的調查單位就是「運輸安全調查委員會」。當案件產生,後續的通報流程,調查的重點內容又是什麼,帶您一起了解。
運輸安全和我們的生活息息相關,運輸安全自願報告系統以航空為例,不論是飛行組員還是乘客,都可以透過資訊共享,為飛航安全盡一份力,幫助負責安全調查的運安會釐清狀況,運安會執行長林沛達說:「一旦蒐集完資料之後呢,我們會由運安會這邊召開事故認定會議,來判定是不是符合重大運輸事故的範圍。」
當案件產生,運安會最主要的訊息來源,以民航局和航空公司為主,運安會接獲通報就會開始蒐集各項資料,當確認達到重大案件就會立案,並進行下一步詳細調查,電影片段說:「我們要迫降在哈德遜河,抱歉請重複全美1549,這是機長準備緊急撞擊姿勢。」現實生活中要遇上引擎故障,迫降河面的機率可能很低,但以台灣來說,卻非常容易受到天候影響,像是這回康芮颱風,就對飛機降落形成威脅。
運安會執行長林沛達說:「會針對這個環境的條件我們進行蒐集資料,比如說它的天氣的狀況它的風向風速,如果是飛機有重落地的情況,那我們就會針對重落地,它會超過多少的G值,那這個部分會在我們的,飛航資料記錄器上面就會做顯示。」
飛行過程中可能遭遇的情況很多,以天災為例,運安會將主要針對天氣機身駕駛,以及行駛過程中的相關數值,進行資料蒐集釐清案情,後續相關單位就可以依照調查結果,依法執行替飛安把關,也找出事件真相。

強颱康芮逼近,中部地區各大連鎖超市賣場,出現搶購人潮,超市裡的冷藏蔬果區,只要是葉菜類的蔬菜,一上架就被民眾搶空,買不到的人,就改買冷凍食品和泡麵。業者說,這次颱風有可能會連放2天假,民眾擔心糧食存貨不多,所以搶購的狀況明顯,賣最好的就是葉菜類的蔬菜,再來是冷凍食品,第3名就是泡麵。連鎖超市也特地為了這次颱風, 多 準備了2到3成的貨量,只要貨架一空,就緊急動員補貨。
颱風警報,連鎖超市湧現人潮,冷藏蔬果區大排長龍,每個人的籃子裡只拿到1、2樣蔬果,因為貨架上,只要是葉菜類的蔬菜全空,還有水果也幾乎沒有。
買不到蔬菜,大家轉去改搶泡麵和罐頭。家樂福公共事務部中區經理劉虹麟說,「我們目前賣最好的商品,大部分是以葉菜類為主,次者是我們的冷凍食品以及泡麵,這3樣商品,在我們平常的備貨是有多比平常多大概2到3成。」
連鎖超市出現搶購潮,再加上業者評估,這次颱風很有可能會連放2天颱風假,因此隔天將倉庫裡的蔬果緊急上架補貨。民眾說:「就颱風天啊,所以想多買一點菜囤起來。買2天的,也有因為颱風的關係,再多買一點。」
傳統市場也出現採購人潮,大家都想趁風雨還沒那麼大前,趕緊準備好,這2天要吃 的 糧食,就怕動作慢買不到。
